Better Ideas on Health Care

Politicians are so maddening. They think only they can solve our problems by spending, taxing, and then spending some more. They refuse to step aside after a term or two – why go work in the private sector when you can jet set around on the tax payers’ dime, all the while enjoying better health benefits than the folks paying your salary? And if they have their way, our benefits will deteriorate after “free” government health care crowds out private health insurance.

Here’s President Obama telling us that we’re broke because of health care, so hey, let’s dump billions more into health care to turn things around. Unbelievable.


 

What President Obama should be doing is allowing the free market to work. But we all know he doesn’t think too highly of the free market since he can’t take credit for it, so here we are. The Heritage Foundation has some ideas that will work, if anyone cares to listen.

Take Bold Steps, Give States the Power: Instead of expanding Washington’s control of the health care system, allow states to develop solutions that will transfer direct control of health care dollars and personal health care decisions back to individuals and families.

Give Consumers a Real Choice: Give Americans a true consumer-choice system modeled after the one available to Members of Congress, not a façade for government-run health care.

Be Imaginative: Instead of typical liberal tax hikes combined with technocratic tinkering of administrative payments, Congress should reform existing health care spending, where value is secured for “payers,” not patients.

Some honest, open debate on this subject would be refreshing. Pretending to listen to one’s political adversaries and then telling them “I won” doesn’t count.

    The American Healthcare Cooperative

    1. By Mandate the United States Secretary of Health and Human Resources, aided by health care providers, will establish a basic health care coverage system, to provide BASIC health care to all employed persons.
    2. This will be a limited coverage plan.
    3. The AHC plan will be streamlined to provide the maximum amount of care for the lowest amount of cost. For example, experimental procedures will not be covered. Preventive care will be stressed. All procedures with a low percentage rate of success will not be covered. Conditions caused by preventable lifestyle choices such as diseases caused by alcohol or drug abuse, extreme obesity, or unsafe sex practices, may not be covered. If there is more than one method for treating the same condition, only the most cost effective will be covered. If more than one drug is available to treat the same condition, the least expensive drug will only be covered. Also, only generic drugs may be covered. There are no co pays and no deductibles.
    4. Persons enrolling in the program will have very limited ability (if any) to sue for malpractice
    5. The AHC will be a voluntary program. It will be open to all employed people. Self employed people will be able to join. People receiving unemployment benefits will be able to keep coverage as long as they receive unemployment benefits.
    6. Everyone will pay the same premiums. Or as an alternate a small varying scale can be used. Premiums should vary very little. Every person who works and who joins the AHC will pay the same amount (unless a varying scale is used), regardless of marital status. All children under the age of 19 will be covered under the parent’s coverage. If only one parent works, both parents and children are covered under the working parent’s coverage.
    7. The AHC program will be administered by a private insurance company based upon the bid procedure. Just like any other contractor has to bid for a job. The company who bids the lowest cost per person per month will receive the contract to administer the program. This is a winner take all provision, just as in the private sector. Bids will be submitted to the federal government.
    8. Digital medical records will be used to streamline costs. The bid process will be repeated every 4-10 years.
    9. The AHC will eliminate the cost of employer sponsored health insurance. Employers may opt to subsidize all or part of their employee’s premium costs. Or they may offer their own plans, or a combination of both.
    10. This program will allow all working people and their families to have basic health care. If they want more, they may purchase additional coverage from other providers much like retired people buy supplimental insurance for medicare and medicaid. This plan costs the federal government very little if anything. It costs employers very little. It will drastically cut the cost of health care in the U.S. by offering a limited plan, by eliminating paperwork, reducing malpractice insurance costs, and using the vast buying power of it’s sheer size to negociate lower drug prices. Also it will garrantee the lowest bid by allowing only one company or coorporation to administer the program. If you don’t make the lowest bid, you get none of the pie.
