It's exactly the plan. Make as many dependent and angry at producers and achievers as possible. It's only for show that their concern and caring diatribe is said. They move with the speed of the hands of a clock to enslave the populous by their political class ruling tyranny. They have no shame of this. This is who they are. The psychology is interesting of the person who lauds and follows this ideology, thinking that they will actually have some control of what they are controlled by.
