If they go with the Slaughter Rule, they can still answer their constituents, "No, I voted no on the HCR bill". So they can support HCR with a layer of protection, because they don't have to tell their constituents that they voted yes, as they would if it came to an up or down vote. That layer of protection won't do them much good in November though. Whoever runs against them can still confront them with their vote on the Slaughter Rule.
