Duh! Senator Kirsten Gillibrand Doesn’t Know Zero-Based Budgeting – Video

Senator Kirsten Gillbrand (D-NY) took questions from viewers at the The Journal News offices in Harrison, NY. She was asked why they don’t use a zero-based budgeting process. She was stumped.

I don’t know what he means by zero-based budget.

Zero-based budgeting is basically starting with the amount of revenue you think you’ll bring in for the year, then coming up with a spending budget. When you get to zero, you stop spending. Gee, isn’t that a novel idea? Instead, we get baseline budgeting, where they take last year’s budget and then add to it. Since the Democrats ramped up spending so much in 2009, that year’s budget became the benchmark for the following year. And so on, and so on. Which is why we have such massive deficits and debt. Any spending cuts proposed aren’t really cuts at all, they’re just cuts to the spending increases. It’s a scam.

Who knows Gillibrand might actually know what zero-based budgeting is, and played dumb so as not to have to defend the current scam. So she’s either an idiot or a liar.H/T Lisa T.

    Baseline budgeting has been practiced for years. Most Washington politicians are so indoctrinated that they are unaware of zero based budgeting!
    In the 1970s, I read an article by a junior senator who was completely stunned at the matter of fact approach of the millions appropriated in such a nonchalant manner.
    The problem today is the budget process has been completely abandoned by the Democratic s
    Only fiscal conservatives understand and strive to practice zero based budgeting.
    When congressman Ryan proposes a zero based approach to the budget, he is pillaged in the media!
    Gillbrand is a classic liberal with no understanding of budgeting! She seeks the power and glamor of public office without the skills to govern!

    This is called backward planning in the military. You start off looking at where you want to be an what you want accomplished then start giving time and resourses to your task, until you get to the point of when to start. Then you know when you should start a project and be able to complete all tasks without running out of time or materials.

    This same thinking is also used for budgets. I have $1000. My car bill is $200. Now I have $800. My house rent is $500. Now I have $300. You keep choosing your priorities until you get to zero. When the money is gone…STOP SPENDING. Get it libs? And if you still have a little left over, you can save/invest it, pay off your mortgage, or treat the family to something fun that benefits the entire family.

    This is the method used by responsible represenatives to finance a country.

    I know that 99% of you (the conservatives) are yawning and I appologize, but there are a few libs out there that are going to be reading this and get a headache trying to grasp this concept. Maybe a lib politician might see this and get the dimmest glowing of a light bulb and start to consider this an actual solution.

    But I’m probably wrong.

    You and I have gained the concept of living within a budget, but Obama has never had to learn the hard facts of budgeting!
    He commands his fellow Dem -wits to march to his suicidal whims!
    Many Democrats in office probably understand the facts associated with responsible budgeting, but are terrorized by the masochistic stooges of the radical left and vote to support the party line, not from an intelligent mind-set!
    This is not leadership!
    I think Governor Perry would call this a ponzi scheme!

    Yep. The other major advantage of zero-based budgeting is that it FORCES prioritization of spending if you don’t have enough revenue. It FORCES difficult political decisions.

    Our current system AVOIDS prioritization so as to avoid ANY political decisions.

    This is also the California budgeting process written large.

    The governments zero-based budgetting is a method of budgeting in which all expenses must be justified for each new period. Zero-based budgeting starts from a “zero base” and every function within an organization is analyzed for its needs and costs. Budgets are then built around what is needed for the upcoming period, regardless of whether the budget is higher or lower than the previous one.
